Honda HRM215 runs only with choke

Honda HRM215 lawn mower runs only with choke and speed at 1. New carburetor, new gas, new spark plug. Don't know how to find engine mfg.
Attempting to change choke to fast will also cause it to stall, or attempting to change the speed to 2 will cause it to stall.
I did manage to mow a bit with the blade engaged.
It did not self-propel, but that could be another issue.

What should I look at next?
Try to keep it simple and with details as I am a computer guy.

It's not getting enough fuel with the air it's taking in. this is normally a carburetor problem but if you have a new carb, it is likely a problem with the gaskets and insulator behind the carburetor. There are several and they all need to be oriented properly as far as top/bottom and right/left and they all need to be installed in the correct order for it to work right. Also the insulator between the carb and engine could be cracked. All things to look for.
