B&S vanguard 18hp horizontal shaft not running right

Hello, i have a 18hp vanguard motor model number 350477 that needs to be choked half to full to run correctly. I have cleaned the carburetor, changed the air cleaner, new fuel filter, new plugs, 91 octane gas, new oil and filter. I was going to varify the adjustment on the nikki carb but i dont see an air, idle screw or any other adjustments. It does not smoke. If it is full throttle it will surge and have no power the die. If i have the choke at a quarter it will sound like there is a crackling coming from the carb. Not a back fire. I am fairly familiar with motors but not to good with carbs. Any ideas please share

Verify float level and adjust if needed. Also check carb to engine gasket for cracks and replace if in
doubt.

Something is clogged in the carburetor still. I'd take it apart and get some carb cleaner and a set of torch tip cleaners and poke through all jets and passages and blow through them all with the carb cleaner. That usually does the trick.

Hello, thank you guys for all your help. It is running alot better now. I dont know which specific thing it was because i did them all while i had it apart. Thanks again
