Oil on carb. Normal?

Oil on carb. Normal?
Doing some work on my mower, I noticed the carb and a heat shield around it is covered in oil. I don´t recall that being there all the time but I don´t see any obvious source. Where is this coming from and is it normal or need attention? This a Kohler 19hp OHV. Thanks.

Two suggestions you might have thought about already;
1) Gravity pulls everything down so look at the highest spot for possible source.
2) What I would start with is spraying engine degreaser over all the oil and watch for where the new oil comes from for the source. Sometimes when oil is covering everything it's difficult to pinpoint the origin.
As an aside, if your engine is burning oil (blue smoke) the exhaust can contain unburned oil which can cover stuff.
