Going faster

I'm trying to make my lawn mower go faster I have a 14.5 Briggs & Stratton on my riding lawnmowero I have moved the belt to a bigger pulley but I have not well did any pulleys on I don't have a welder I changed the governor and now it definitely goes faster but it's basically surgeon at the top but so how do I make use of all that extra power on the top end

Surging at top rpm? That's not normal. How do you figure that's extra power?

Engine manufacturer sets governor linkage to insure an RPM, detrimental to the engine, is never reached. Mower manufacturer designs a mower deck based on a safe engine RPM. and wheel speed. Proceed with caution or you will be in the market for a new mower.

How fast do you want the mower to go? Are you racing? How long do you want the engine do last?
