Toro CCR 1000, no start

Toro CCR 1000, no start

So the snow blower won't start, replaced the fuel and carb, plug is new. Will not even kick over with starter fluid...I have spark at plug... any thoughts?? TIA
It is Toro CCR 1000 with a 3.5 Tecumseh engine

Take out plug and shut the gas off to the carb. Then drain the carb bowl.

Put a spoon of gas down the plug hole and with full throttle, no choke see if it will fire. It will take a few times over. Once it fires, go to the normal starting procedure with gas turned on to the carb.
