Hello and Welcome David to the Do It Yourself Web Site and my Small Engine forum.

If the belt drives a transmission, is the belt turning the pulley? Is it slipping? Jammed? Is there a belt?

I have to assume here it's a 4 wheel self propelled mower?
Or is it a riding mower???

Do not hesitate to expound in more detail the problem situation with the machinery. In depth and detailed information regarding the problem, a complete discription of the type of ??????, etc. helps to explain the problem your dealing with in a manner that allows myself and or others to offer the best advice.
