Deere E35 Edger

I have a 1993 edition of this edger. It has a Kawasaki FA130D AS-19 engine. It quit running while I was edging last fall. I had filled the gas tank before starting and had done through half of that tank when it quit. I attempted to restart without success. Seeing that it was near the end of the season I just pushed it back into the garage and siphoned as much gas as I could get out of the tank. I am working on it at the moment. Based on the position of the carb on top of the tank, and the fact that it does not have a fuel bowl I am assuming that it has a pulse pump style carb. It also has a hard tube that runs down to the fuel in the tank. I think that the pickup on that tube is clogged. I also noticed that a hose that runs from a valve cover chamber to the air inlet of the carb has a split in it. One question I have is what is the purpose of that tube? It can be seen here at the Deere parts web site - crankcase picture It is number 11 on the diagram. Since I have to remove the tank and carb anyway I plan to replace the rubber line but was curious as to its purpose. My other question is what is the mechanism that draws fuel up to the carb? The carb can be seen here - carb picture It looks fairly simple.

The engine does start with a little carb cleaner sprayed into the air intake. I am hoping that the pickup screen is just clogged. I also noted that the fuel tank is a little nasty as I could see some light rust. Is there something that works well to clean the inside of the gas tank? I have searched on this but was hoping for an answer from someone who has used a product and felt it worked well.

The hose is the PCV hose, it allows the engine to burn crankcase fumes. The part that acts as a fuel pump is part #19, the diaphragm. Replace it, the gasket, adn clean everything and I bet you'll be going again.
