when installing governor, if engine is not on compression stroke (even though time marks are in line), will this cause a no governor effect? 11 hp rider briggs.

Hello: boman
You haven't posted sufficient information on the equipment for me or any of the others posting within this forum to work with.
Kindly post make, model and year. Also some of the problems your encountering with the equipment and which parts your most likely going to need. Doing so would great improve our chances of offering you the advice your seeking.
Installing what part of the governor?
The part that is inside the engine case or outside?
Are you replacing a part? Which part? Where is this part? Why is it being replaced?
Rebuilding or repairing the engine?

multiple postings on governor
Sorry about the multiple postings on same proplem. When I first started using this forum, I was not sure if my replies to posts a few days old or maybe even a week old would appear in the forum. By the way, someone wanted me to post results from swapping governors from newer 12 hp to older 11 hp briggs. I think I have almost gotten it worked out. I at least seem to have some governor action now. Like I said, the 11 hp is old (about 16 yrs), but the governor, the part inside engine looks the same. Will know more when I take engine # and get new linkages and soak carb. I think when son got the linkage on it now, he just told them "linkage for 11 hp briggs" and I had to bend it slightly to keep motor from running wide open and adjust throttle cable. The linkage on it now seems thin and kinda wallows where it connects to carb. I think this little play in linkage is just enough to throw it off a little.
Sorry about long post. Kinda wanted to show Tom I know where the reply button is . Tom? Tx for setting me straight on this subject. Will try not to clutter up the place with postings on same subject scattered all over ..heck and back.

success!
For those who are interested, when I recently swapped governor/oil splash from 12 hp IC Briggs to 11 hp much older Briggs, I finally succeeded when I got proper governor link for the older engine.
