engine speed fluctuates

while running a lawnboy mower rescently, I had a problem with the engine speed fluctuating between fast and slow the entire time it was ran,it really wasn't running rough, just erratic.
At first I thought it was caused by a dirty air filter, but after cleaning it the mower still ran the same,so I'm taking for granted that it's got something to do with the govenor, for which I have no idea how to adjust.
Funny thing was, the following day a co-worker was running a yard machine with a briggs & stratton that I thought doesn't have a govenor ( I could be wrong ),anyway it was running the same exact way, what gives ?
Sure would appreciate your input on this, thanks fellas.

Is the lawnboy a 2-stroke engine? If so, there is no governor. It is probably a carburetor problem causing the symptoms on both your mower, and your co-workers'. All briggs & Stratton engines do have some type of governor, but usually when they fail, they dont fluctuate. Check your carb bowl for water and check all passages in the carb body for blockages. Also make sure your gas cap is venting.
