Kholer Engine Not charging

I have a 16hp Kohler, Model K-341, I have checked the AC voltage across AC leads from engine with a read of 38 Volts, I have checked the DC voltage at the B+ terminal on the Recitifer-Regulator with a read of o volts, I have replaced the Regulator, new Battery, is it possible the new regulator is defective?

The battery + wire at the rectifier/regulator connector should show battery voltage on it (with the key on). If it doesn't, You have a loss of continuity between there and the battery. The wire runs from the solenoid, to a fuse, which may be blown, to the keyswitch, which may be bad or have a bad connection, through a violet color wire (I believe) to the rectifier. Check from start to end to find where you are losing battery voltage. Once you get it to the rectifier, try it. It should charge.
