Question oil based paints

We have trim in a bedroom that was painted with oil-based paint (glossy). I want to paint with latex. Can I use latex primer (Kilz) or do I have to use oil-based primer (Kilz) to paint over this, and do I need to sand before I prime?

I would wipe down the trim with Liquid Sandpaper (or a similar product) then apply a high quality oil based primer. You can then apply whatever top finish you want, oil or latex.
