Looking For advice: Painting a concrete foundation

I need to paint the foundation to my house. It is already painted, but we want to change the color. It is in good shape, no cracks chips or peeling is evident.

My questions are:

Do I need to prime over the existing paint? If so, what type primer do I need to purchase?

Is there a specific paint for concrete which I need to purchase?

How should it be applied? (roller, brush)

I know there are specific paints for concrete foundatons because I used one just recently by Behr. There is another one that blocks moisture called dryblock or something like that but I don't think you have much choice on the colors. I just applied with a brush. But, I didn't have the room to use a roller.
I don't know about priming though.
