Best coverage over bright acrylics?

I was renting out a house (never again!!) and am now 'prettying it up' for sale.

One of the bedrooms has acrylic glow paint sort of 'sprayed and splattered' around the room . The paint on the walls seems to be semi-gloss white. The colored flourescent acrylics (pink, lime, etc...ugh!) are supposed to glow in the dark (they come in sets at Walmart).

My question is what type of paint would be best to achieve maximum cover-up of the walls? Would a good quality semi-gloss white latex do the job after 2 or 3 coats?

What 'civilized' color tends to cover better? White? Beige? Green? Blue?

Any advice much appreciated.

The best first step would to be to kill the colors with a stain blocking primer such as Kilz or Zinsser. Then almost anything should do.
