Question prep for painting garage

We're buying a house. The garage walls are drywall that have been unpainted for years. There is blue tape on them (I assume that is to patch the seams?). We asked if we needed to clean the walls before painting at Home Depot and they advised to just paint first with primer and then with the paint. I assume we would brush or vacuum off the cobwebs first. Does this sound ok?

Lauren, you said 'blue' tape? I've never heard of this.
Drywall is mudded/taped at the seams, and mudded over the nail/screw holes.
The seams should have 3 coats of mud on them before you prime or paint them.
Most new construction (garages) get one coat/tape in the garage.
If you are able to mud the next 2 coats yourself - good. If not then get a drywaller in for an estimate. Then you can prime and paint.
