Wash the walls with mineral spirits or TSP or spic and span to remove all the dirt, grease, and grime. Prime the walls with Zinsser 123 or its equivalent to provide a good bonding surface and to help hide the old color. Paint. It may take two coats to cover the old color completely. Good quality paints and tools will make a lot of difference in the results.
Hope this helps.
