Painting a concrete slab

We have a small slab of concrete that connects our back door to the patio. It has already been painted, but the paint is peeling and not looking too good.

I plan to get up as much as the loose paint and then go from there. What is the best way to prep the area and the best paints to use? We live in Pennsylvania so it is exposed to all 4 seasons.

I have thought about painting our concrete garage floor and have done a TON of research on the subject. I have looked at numerous coatings: paints, stains, and epoxies. The results, as you can imagine, have been mixed with mostly unhappy results. My generic findings:

Epoxy: Excellent results when applied by professionals. Bad results when done by homeowners even when used with the correct tools and techniques.

Paint: Poor results all around.

Stain: Better results and less peeling issues than the other two types.
