Painting Over Wallpaper ?

Do you have to use some kind of primer when painting with latex semi-gloss over existing wallpaper ?

It is best to remove the wallpaper.

A blocking primer such as Zinsser 123 will help hide any colors in the wallpaper and provide a good bonding surface for the paint on top of the cleaned wallpaper.

Don't!!

My recommendation is don't paint over the wallpaper if you think you may ever want to remove the paper! I have two rooms that were done this way by prior owner - removing the paper takes days, yes days. I have to score it so that no more than one square inch remains unscored - then the steam will work slowly with lots of scraping. Wallpaper remover goop has no effect on it at all.
