Unhappy crackled paint on wall

I recently painted a room that previously had only been finished in builder's paint. I applied an untinted "enamel undercoater primer/sealer", which I let dry overnight. I then applied a coat of flat, green latex paint with 3/8" nap roller. The next day, the entire room had a "crackled" appearance, amost like a faux finish. Can anyone tell me what I did wrong and how I can correct the problem? The paint is not peeling, just tiny cracks throughout.

Was the primer/undercoater oil based or latex?

My guess would be that the primer was not fully dried by the time the second coat was applied. This would cause the faster drying 2nd coat to crack as the primer dried down to its final film thickness.
