painting on wallpaper
I have a basement room that was wallpapered directly on wallboard with no sizing primer or any base but the paper covering It cannot be removed without damage to the sheet rock. Can i paint over it ??

This is the only time painting wallpaper is condoned (at least by me 
). And that assumes the paper is in good condition.
You must use either an oil-based or shellac-based primer. Water-based primers will loosen the paper and cause problems.
Top coat with any quality paint, latex or oil.
