Wash all the old adhesive off the walls. If you are not sure if its all gone, I suggest priming with an oil-based primer to lock down any residual paste. If you are confident that the wall is free from paste, you can sand it and prime with a latex primer. If I remove paper and am 90% sure the adhesive is gone, but that 10% chance that some is still in the pores of the wall, I will put a nice, thick, even coat of Zinsser's Gardz, to create a nice stable surface to prime and paint.
