tobacco stain cover-up

any special steps needed to paint over cig. smoke stained walls ?

existing paint is a flat , probably cheap if thats any help .

Zinnser's BIN or original oil KILZ work best to cover nicotine.

A good washdown with a TSP solution will remove much of it.
