metal fence

I want to paint a metal fence and stairway for a customer who is unhappy with the builders paint job. Fence was painted 2 years ago and already the finish coat is chipping and rubbing away from the primer especially on the steps. there are also a few rust spots. looks to me like black gloss latex-one coat-over oil primer. Question, once i remove the rust can I just scuff everything and apply an oil primmer and 2 coats of oil finish or do I have to remove the latex before I proceed. Any thoughts? Thanks

I think your plan sounds good, just be sure to remove any failing or peeling paint that is possible before proceeding.
