what to do with Kitchen walls?

I just bought a house, and when i pulled the wallpaper off the kitchen, it looked as though the walls were not sized when the wallpaper went up. The layer was extremely hard and rough. I used a cool method of Fabric softener and plastic and was able to get the wall smooth. However, that layer is still there so there are patches of exposed plaster and smooth layers of existing wallpaper. I will sand down and fix most of the patches of chipped plaster but what should i use to prime these walls.. latex, killz, or oil?

I would prime it with oil, seeing you have multi-layers and some are failing. After priming, lightly sand it and patch all the rough/uneven areas with a few coats of joint compound. Reprime the patched areas, and paint it.

prowallguy, you've been a tremendous help to a first time homebuyer who is learning how to deal with the imperfections (or personality) of an old home. I guess that's what gives it character. thanks again
