The swing open variety should just be painted open and then closed when dry. With the double hung counter weight variety (I just painted about 12 of them) it's more difficult. Take care not to get too much paint in the seams. If you do get some paint in the seams let it dry and then wedge a clean thin and flexible putty knife in the seam and sort of rock it along the entire length of the seam. With a little care you won't even damage your new paint job. If you have windows in your house previously painted shut over the course of a few decades you can use a bare hacksaw blade to free them up, this will of course damage the paint job though.
