ceiling or walls first?

After Hurricane Ivan water damaged all my ceilings, I am getting ready to have our popcorn ceilings primed and resprayed. I have one room that also needs to be repainted. Should I wait until the ceilings are done or do the walls first?

Same for baseboards. Which comes first, walls or baseboards? Is it just preference or is their a better way.

I am a sloppy painter without a steady hand.

Ceilings first

Start at the top and work your way down, splatters,drips etc. usually you paint in this order:
1.Prep all surfaces that are to be painted
2.Paint ceilings
3.Paint walls
4.Paint trim

Yep, ceilings before walls.
