Painting Order and Sheet rock ?

We have a verry small bathroom with
ugly wallpaper, brown cabinet, brown
trim, and brown pain windows.....I want
a off white country white look....what
color do I color what...I might sponge the
walls maybe a cranberry color...my
husband really wants a duck theme (!?!?!)
and....what order do I go in?
Also,
some of the wall paper above the shower
has already come off...it was put right
on top of the sheet rock...should I
just paint over the rest of the wallpaper,
or take it down, and what should I prep the
walls with first and what kind of paint
with shield against mildew...

Definitely remove the rest of the wall paper. Since some of it is already off, the rest will follow whether you do it or not.
Patch the sheetrock. How much depends on how much of the top layer of sheetrock paper comes off. You may need to skim coat it.
Prime with a quality primer. Either zinsser's BIN or Benjamin Moore's fresh start.
Top coat with a bath paint. Bath paints have more mildewcide.
I can't help with color selection, sorry.
