Repainting a ceiling that has peeled

Two of our bathroom ceilings have areas of blistering, probably due to moisture that results from using the shower.

How would one go about removing the paint blisters, and preparing the ceiling for repainting.

Further, (1) Will it be necessary to repaint the whole ceiling? (2) What type of paint is used, and would it be applied with a roller?

You need to scrape the loose off and patch to desired smoothness with spackling or drywall compound.Seal with KLIZ and topcoat with high grade wall paint.My choice is flat,but to each his or her own.If it is more than 3 by 5 feet I would roll.
