Paint that bubbles

I am repainting wall and have a problem with the paint underneath bubbling. I am using a latex paint but have no clue the type of paint I am going over.

Its hard to advise without seeing but a couple of thoughts.The moisture in the new paint is lifting the old paint.If after a day these bubbles are still there it is safe to assume they will not dry out.In that case you will have to seal the wall with KILZ or some oil based primer to block the water in the new paint.
