Need very basic advice

I've never painted before, but just moved into a new condo with one room that's driving me crazy so that this might be the time to get my feet wet. It's painted a very dark blue with a white ceiling. I want to paint the walls yellow with a lighter yellow for the ceiling. Do I paint the walls or ceiling first? What's the best way to cover the dark blue--2 coats of the final color, or some kind of primer first? How do I avoid slopping the wall color on to the ceiling and vice versa? How do I judge paint quality?

Save yourself a headache and money...hire a painting contractor...watch his way of doing things, take notes, then you'll be ready to tackle the next project on your own. Find a good contr. who uses a good grade of paint ( DEVOE, SHERWIN WILLIAMS, BENJAMIN MOORE )
