Peeling paint on cedar siding

Our house is 7 years old and we are still unable to keep paint on the siding. After about 18 months, it starts to bubble, crack and peel off. We have tried several different painters and no one is able to fix the problem yet. One painter suggested a moisture problem caused by the builder, but our builder said he builds houses all the time and never has this problem. So, aside from ripping the siding off of the house, we don't know what to do. Any help is greatly appreciated.

The problem may be moisture but it also could be the natural oils in the cedar. The answer to the problem could be costly: strip off all the old paint and use a stain for color instead. I'd lean towards latex stain but if there's an oily wood problem you may need to use oil stain.
