Exterior House Painting

I have been looking for a contractor to paint the exterior of my home and I
recently found two. I have some concerns about the differences I am finding
across the two that I was hoping you could help with.

Contracter #1 has indicated a price of $2,375 which would include power washing, scraping, sanding, priming and caulking. Contractor #2 has indicated that a price of $1,600 would include scraping loose paint, prime-seal bare wood and caulking. Thus, the differences being that the 2nd contractor would not be power washing & sanding. Can you tell me how essential these differences in have a job that is well done?

The house was last painted 7 yrs
ago. We do plan to have it painted in pretty much the same color/darkness
tone as it is currently. Both quotes are for 1 coat of paint.

Go with the contractor who powerwashes, lets dry for a week, scrapes, sands, removes sanding dust, primes with quality primer, paints with quality paint. You will always pay more for quality work.
