If you are referring to water spots that will bleed through when you paint it, first paint it with a stain blocker. All home improvement centers have it. You only need to paint the stain. It will be about $15.00
for a quart. Works like a charm. Make sure the water spots are dry. If the sheetrock is soft, you will need to replace that section. Good Luck

Kilz has a product called UPSHOT - which will cover the discolored surface and prevent it from bleeding back through new paint. It's available at Home Depot and is not expensive.
