discoloration on trim

After stripping the trim, there is some streaking and discoloration. The discoloration and streaking is coming through two coats of primer and a coat of paint. Does anyone know what this is and/or have any suggestions?

Are you using an oil based primer?Latex primers will not hold anything back that tends to bleed like knots,sap,grease or waterstains.

Following up on this question, if the exterior trim looks good except there are knots starting to show through can the knots be primed and then the rest of the trim be painted over with top coat? Or is this an indication that the whole trim should really be taken down and primed fully first?

BIN Primer/Sealer # 901 can be used to spot prime knots and sap.This is an alcohol based primer.
