Rust removal before painting/preserving

Yikes! help!
I am painting my rollershutter garage door.
There is a lot of rust.
One support bar in the spring housing is rusted very bad(45%).It is welded so difficult to change. How can I remove the rust and preserve this bar from further deterioration.

Rust converters (RESTORE is one) are sold almost everywhere. They convert the rust to a inert metalic state and further rusting cannot occur. You can paint directly over this. There is no need to prime beforehand. When you say 45% is affected I hope you're talking about surface area and not the thickness. If the latter is true painting will not help the integrity of the metal.
