Painting Latex over Oil

Question

I was always taught to paint an oil based primer over old oil based paint before applying a new latex paint. The guy at the paint store today says "NO" He says I can use a latex primer over old oil based paint and that will work fine and obviously be easier to clean up. Does anyone know this for sure?

100% acrylic latex primer such as KILZ Total One or KILZ 2 will prime and bond to oil. Regardless of can statements a total bond is attained after 7 days but can be recoated in a few hours. This is an option now and as time goes by if the DEQ has its way will be our only option(other than waterborne) in that oil of all kinds will be phased out....Mike

Also failed to mention Zinsser 123 for latex primer. Probably the best of the bunch...Mike
