When in South Africa, I saw a room painted white as a base coat and then
they took a rag and using it like a paint brush, painted over the white in a golden
hue. Can you direct me to a web site where I can get directions how to do this?
Also, is there an American term for this approach?

The encompassing term is faux finishing. Within faux finishing techniques the closest term for your description that I know of would be rag rolling. Nearby is another post on faux finishing sources. Open it.
