"Water stains on ceiling"

What can I put on water stains on ceiling to prevent them from bleeding through a new paint coat. The cause of water stain has been corrected, now I want to re-paint ceiling. Past experience has shown that washing ceiling before painting and painting clear shelac over the water stain before applying the new coat of paint is not the best solution. I tried this advice once, I was using a flat acrylic finish ceiling paint. After paint was dry, where I had used the shelac showed shiney, while the rest of ceiling was dull as should be.
I would appreciate another solution to this problem.

A great product I have used is Zinsser B-I-N

Yes Zinsser is a good product, use there oil based, I am not too fond of waterbased primers for water stains. Kilz will work also, and it comes in a spray can if the stains aren't too large
