unpainted ceilings

We have a house that is 15 years old and the ceilings are all the plastered "pebble grain" surface. They appear raw - never been painted. We can try to clean with a cleaner like 409 or Fantastick but what occurs is a water mark left where we tried to clean. How do I seal the ceiling and what do I use? We need to paint it. Open for suggestions.

If there are no stains that will bleed through, I don't believe your cleaning "water mark" will (but other water marks such as a leak, will bleed through paint), you can use kilz total (water based) to prime with and a ceiling or wall paint (latex) to finish.

If there are stains that need to be sealed then you need to use an oil primer such as kilz original, you could try the water based primer but it will not have the same sealing properties as kilz original or other quality oil primers, finish with the ceiling or wall paint.
