oil -v- water based primers

I am painting latex over plaster. Do I need to use an oil based primer or a water based? What is the difference? I noticed Kilz makes a "Kilz 2 for Latex paints." How is this product different from original Kilz?

What is the reason for priming? New or old plaster?
Kilz2 is latex, and original Kilz is oil-based.

Old plaster. I bought the Kilz 2 because I thought it was what you needed for latex-based paints. I didn't realize the actual primer was latex.
