Paint on sill keeps failing

I'm restoring an old house and I am having trouble with the paint on the exterior window sills. The sills have been repainted in some cases three times now, but the paint continues to peel up.

Here are some items that might help you trouble shoot the problem:

- This problem only exists for those sills that have the original 130 year old wood. The sills that had to be rebuilt are dong fine.

- I tried filling the cracks with an exterior wood filler the first time and that didn't hold so I tried Bondo the next time and that did better but still failed.

- I used Kilz II as the primer and Behr exterior as the top coat.

- I suspect it's a moisture problem even though I've caulked everything as best as I can.

- Sherwin Williams' Duration brand paint has been suggested. Do you have any thoughts about that?

So what can be going on?

Removed website only. It contained an ad for a manager. Not permitted on DIY.

I would try using a good oil base wood primer. Duration is very good paint but I think the main thing might be to use a better primer.
