painting over latex flat...
Hi, I want to paint over an off white latex wall with a semi gloss latex paint.
I am wondering if I have to sand the wall first? and if I should use a primer, or if I can just paint it with the new semi gloss color. Thank you!!

It's always a good idea to scuff sand the surface prior to painting
Just a quick, light going over will do
The glossier the paint on the wall is, the more important the sanding is
There should be no need for primer, unless there's a drastic color change

I've read your first sentence too many times. Is there semi-gloss on the wall now or are you going to paint it with a semi-gloss paint or both?
If the paint on the wall now is flat or satin, no need to sand. If the paint on the wall now is semi-gloss, you should sand. Get a sanding pole and sanding screens and save your arms and back.
