Primer Removal from Concrete

I need help.

Does anyone have any suggestions on products and/or methods to use in removing a wall based primer on a concrete floor (garage)? I was told that I would need to complete remove this type of primer prior to using a concrete based primer and then a concrete based paint. Thanks in advance.

Is it feasable to use a pressure washer? If it is latex that might be all you need. Oil base will require the use of paint remover.

I wouldn't be surprised if it scraped right up after pressure washing
A small warning: Some lesser concrete is easily etched by high powered pressure washing, use caution and low pressure at first

Paintin Walls with Stucco ceiling

I thought it would be more common to find out techiniques on painting walls with stucco ceilings, but it is not. Does anyone have any suggestions on how to do this? I am assuming that a fine touch and patience is the key, but hoped that you guys would have some expert advise. Thanks, KEIF

"Cutting In' Term, & On The 3M Blue Tape

Hello: Keep reading the term "cutting in" with regard to painting a straight line without using tape. What and how is cutting in ? Details would be most appreciated. Also: Some time backthere was a very good response to a question re the use of the 3M blue tape. Sort of, if you have to, herte's how. Had some pointers about which side to paint first, and how to put the tape in place such that if some did run under it by capillary action, it wouldn't show, etc. Should have bookmarked it, but didn't. Anyone know where these links and suggestions are. If I have to use the tape because I'm elderly now and have a not so steady arm and hand, could someone please tell me how to use the tape, or at least the best approach to utilizing it ?
