where will it will dry faster?
it's 95 degrees and humid where I am; where will small spray-painted items dry faster: outside or in my relatively cool basement?

Although heat can help things dry faster, 95* won't make much difference over 85*
It also could be too high for the paint
It will say so on the can, like Temp 60* - 80* or something
The humidity will affect it greatly also...not in a good way
I'd say your basement, especially if the humidity is lower there
