Question basement floor needs to be prepped

We had a flood in our basement a couple of years ago,so we ripped up the carpet & theres alot of glue & rubber backing from the carpet on the floor.How do I remove this stuff so I can paint the floor?The floor was painted before the carpet was laid.
Please help.THANKS

Lots of scraping
I'd get one of those scraper on a pole deals

After scraping you may need to use a wet thinner rag to remove any remaining residue.
