Flaking rust/paint removal???

Redoing a pair of bar stools. It would seem that before I can even get under way I have encountered some issues. I took out my wire brush and got busy, but its going to take alot more than this wire brush. How can I get rid of the flaking spots left behind that are too stubborn to get out? Please help!

After wire brushing, use sandpaper. Start with a coarse grit to remove the bulk of the rust and finish up with a finer grit to remove any sanding scratches. Clean and prime with a solvent based primer [preferably a rust inhibitive primer]
Using a wire wheel on a drill will speed up the process.
