Repairing oil over latex
How do I go about repairing/repainting oil based paint over semi-gloss interior latex paint in bathroom/kitchen. Has been on several years and over time has begun to peel locallly.
I'm hoping I don't have to sand if off.

Are you sure it isn't the other way around? Usually oil base [interior] goes over latex with no problems. There are almost always problems when applying latex over oil enamel.
You will need to scrape and sand as needed, maybe skim coat the peeled edges and prime.
