Refinishing help
We are planning to paint our stained/varathaned handrail & pickets.
Please can someone advise if it is easier to remove all the pickets & handrail and use the liquid sander or am I better off to sand the pickets & hope to remove the finish to prepare for paint?

I'd paint them in place! They can be sanded well enough in place so you can coat them with a solvent based primer. You don't need to remove all of the varnish/poly, just sand off most of the sheen. Wiping it down with a deglosser like liquid sandpaper is also a good idea prior to priming.
