Fixing paint cracks, scratches and craters.

Another help me fix my crack thread.

So i got these walls that id like to fix before i paint.

The cracks were previous rushed paint jobs that was scrapped off the walls. But only a little bit came off. And so we painted over it over and it left all these layers, craters and scratches.

Need to fix these up now. How does one go about it? Simple matter of sanding the paint to death to smooth out the crater edges?

Sand, then fill the craters with joint compound using taping/putty knives

The idea isn't to completely fill the craters (though you may end up there) but rather to "smooth out" the "cliffs" of the craters
It may take a few layers

Then sand smooth and prime repairs

From the pics it looks like a bit of scraping needs to be done as well. Object is to remove any loose paint and level as much as you can. Looks like a 12" knife should work well.
