ceiling overhaul

Dear All, I recently purchased a Federation house in Sydney, Australia ( circa 1928 ).
My question involves repainting the ceilings, which all appear to be original. On the whole, they are in good condition, apart from that in the kitchen area, which has cracked and is peeling. The ceilings are plaster on some sort of hessian-type material.
There does not appear to be any water damage from roof leaks etc, and I was really wondering if there is some product (without having to replaster), that can be applied/painted on after sanding back the celing prior to repainting????

Basic painting techniques are standard the world over. However, Austrailia may have a better recommendation on a local level. Try contacting the British Coatings Federation. Use this as your key word search.
