What is the best technique to opening windows painted shut?

The tool made for this is called a window zipper. A putty knife will work also. After releasing the window frames from the parting strip and jamb, it's often necesssary to pry the window open with a flat bar (wonder bar).

After breaking paint seal with zipper or thin putty knife, in lieu of prying, you can give window frame a solid "bump" on sides (in middle of frame) with palms of hands. That usually works for me. Good Luck!
